The Administrative Services Unit (ASU) is responsible for providing operational and administrative support to all regional staff in the areas of travel, transportation, meeting management, assets and inventory tracking and management, registry and logistic services, staff security and safety, building and grounds maintenance and other related services.
DESCRIPTION OF DUTIESUnder the direct supervision of the Administrative Services Officer (ASO) and guidance of Director, Administration and Finance (DAF), the incumbent performs the following duties:
1) Monitors implementation of security procedures, trainings, and practices as per the general guidance and close coordination with the security cell in WHO HQ;
2) With Administrative Services Officer (ASO), shares instructions and guide security focal points in WHO Country Offices (WCOs) within the region, as needed;
3) Establish and maintain effective relations, liaise and coordinate with various government agencies (i.e. Department of Foreign Affairs (DFA), Philippine National Police (PNP), National Bureau of Investigations (NBI), Land Transportation Office (LTO), Department of Finance (DOF), Bureau of Internal Revenue (BIR), Bureau of Customs (BOC), Metro Manila Development Authority (MMDA), Department of Science and Technology (DOST) and National Disaster Risk Reduction and Management Council (NDRRMC)) concerning the country situation (security, weather, rallies, etc.);
4) In the collaboration with UN Department of Safety & Security (UNDSS) in Manila, Philippines, and national authorities as needed, monitor existing security measures for the safeguarding of staff, visitors, WHO property / premises and coordinates WHO high level activities / visits;
5) Review and monitor the premises security and evacuation plans, provides briefing on any new security measures and instructions;
6) Supports the management during emergencies in the office, assists in monitoring and proper and timely implementation of emergency safety and response procedures; serves as the coordinator on all matters pertaining to fire prevention, protection, and safety of property and building including evacuating staff in the office during flooding, calamities, and other events of emergency in nature. Ascertains the availability of firefighting equipment and devices: organizes and coordinates fire and earthquake drill;
7) Implements and monitors security arrangements required during big events;
8) Support the operations and management of the Warden System, including the conduct of exercises;
9) Participate in maintenance and enhancement of Business Continuity Plan (BCP) for the Regional Office and advise accordingly WCOs;
10) Arrange with UNDSS security briefings for newly appointed staff and visitors to the Regional Office. Participate in organizing and delivering as needed (ad-hoc) briefings and security training courses (including first aid and similar);
11) Report security incidents affecting WHO staff, offices and assets to ASO and /or Director of Administration and Finance (DAF) and assist the ASO in investigations, preparation of security reports in a timely manner according to UNSMS guidelines;
12) Updates regularly the Security intranet page, database for the Regional Offices net casting system, Staff Information System, records for Security Risk Management Measures (SRMM) and Residential Security Measures (RSM) of duty stations in the Western Pacific, and other security related database including the list of staff to UN Department of Safety and Security (UNDSS);
13) Respond to staff security emergencies, and timely support staff members and their dependents for all security related issues 24/7.
REQUIRED QUALIFICATIONS EducationEssential: Equivalent to graduation from secondary school.
Desirable: Security related higher education or specialized security courses
ExperienceEssential: Eight years of experience in security related duties.
Desirable: Experience in UN or other international organizations.
Skills- Excellent knowledge of existing policies and regulations of the Government related to security matters; Knowledge of WHO / UN security operations, policies and procedures and ability to acquire knowledge, understand and apply WHO policies, rules and regulations;
- Ability to work and deliver quality results in pressing situations and conflicting priorities Ability to provide guidance to other staff / good interpersonal and communication skills, tact, diplomacy and good judgement;
- Ability to analyse and interpret source documentation and data;
- Stress and time management skills with a good sense of urgency.
- Ability to draft correspondence;
- Ability to discern routine from nonroutine;
- Good computer skills;
- Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 886,335 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
