On August 1, 2023, USAID/Philippines released the UHCP Annual Program Statement that aims to improve health outcomes of underserved and vulnerable Filipinos in line with the objectives of the United States government, USAID, and Philippine government towards Universal Health Care (UHC). Specifically, the UHCP will work to achieve priority health outcomes for tuberculosis, family planning/adolescent reproductive health, HIV/AIDS, global health security, health systems, and other health areas. One of the activities of the UHCP is the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Resilience Activity. The goal of the BARMM Resilience Activity is to strengthen the capacity of the BARMM Ministry of Health (MOH), and the BARMM provinces and cities take on key and cross-cutting health system reforms.
Panagora provides technical and advisory services related to monitoring, evaluation, research, and learning to USAID/Philippines. Under the USAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA), we are supporting the USAID Office of Health (OH) generate and use high-quality data based on complex context and epidemiology to catalyze continuous learning and adaptive management in the face of new knowledge and changing contexts and inform programmatic decisions. Consistent with its mandate and with the service request of USAID OH, Panagora, through PIMMELA, is providing technical guidance in the design and implementation of the BARMM Resilience Baseline Activities.
Position Summary
Panagora Group seeks a short-term technical consultant to serve as the M&E Advisor for the PIMMELA Support to BARMM Resilience Baseline Activities. As the M&E Advisor, support the BARMM Resilience Baseline Activities in developing data collection instruments and protocols to ensure the indicator data collected is aligned with the BARMM Resilience AMEL Plan and USAID’s data quality standards. The M&E advisor will also assist USAID OH and PIMMELA in building the Monitoring and Evaluation, and Learning (MEL) capacity of BARMM Resilience personnel. The Support to BARMM Resilience Baseline Activities is expected to be carried out between June 2024 – September 2024. The position will report to PIMMELA’s Health Data Management Specialist.
Responsibilities:
- Ensure the indicator data collected is aligned with the BARMM Resilience AMEL Plan and USAID’s data quality standards.
- Review and provide technical inputs for the data collection tools and protocol of BARMM Resilience indicator baseline data collection.
- Assist USAID OH and PIMMELA in building the MEL capacity of BARMM Resilience staff
- Review the technical report and attend the dissemination events of the BARMM Resilience indicator baseline activity.
Requirements
- MS/MA or higher degree in a relevant discipline but with a health focus (health, public health and management, economics, public policy, development studies, social sciences).
- At least 5 years of relevant experience in public health programs, particularly with previous experience in design, data collection, M&E, data validation, and analysis of quantitative and qualitative research.
- Willing to operate from BARMM or other regions in the vicinity of BARMM.
- Working knowledge of the BARMM health system.
- Excellent communication skills in English and Filipino, and excellent writing skills in English.
- Average communication skills in the local dialect is an advantage.
- Experience working with USAID OH is an advantage.
