Organizational Setting and Reporting Relationship


The position of Associate Operations Analyst is assigned in the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Unit Head, Disaster Risk Management.


Your Role


As an Associate Operations Analyst, you will provide operational and analytical support to activities overseen by CCRE Disaster Risk Management (DRM) team, particularly supporting technical assistance (TA) project processing and administration, consultant recruitment and contracts management, and monitoring and coordination of other DRM activities as may be required.

You will:


a. Project Administration

  • Support administration of DRM TAs to ensure timely and efficient implementation by evaluating progress, processing amendments, reviewing relevant documents and contracts, and tracking disbursements (financial management); respond verbally and/or in writing to internal and external queries on DRM TA projects.
  • Help ascertain optimal utilization of funds for TA subprojects and activities implemented by partner agencies thru assisting in the processing of agreement letters and, subsequently, ensuring full compliance of involved parties with the agreement’s provisions.
  • Monitor TA financial status and transactions, coordinating with concerned units, as necessary, to ensure timely processing of disbursements and liquidations.
  • Review and verify accuracy of all financial-related documents prior to any submission; liaise directly with concerned individual and/or agency for clarification and queries.
  • Monitor and ensure project compliance with ADB’s policies, procedures, and practices; provide feedback on potential problem areas, liaising, as appropriate, with relevant offices; and prepare periodic status reports on TA administration and implementation.
  • Facilitate updating of TA project records in eOperations and relevant ADB systems, ensuring that project information are current and key documents are uploaded (i.e., progress reports, TA agreements, design monitoring framework, change in scope/implementation arrangements, and completion report). Collect, verify, and compile data for reporting.

b. Consultant Mobilization and Management

  • Initiate the consultant recruitment process through CMS and verify, analyze, and evaluate information provided in the Expressions of Interest. Ensure the completeness of information provided and appropriate due diligence efforts are carried out prior to contract negotiations. Respond to inquiries regarding the assignment as necessary and undertake actions to finalize the recruitment.
  • Review and prepare consultants request for contract variation, advise and assist (as appropriate) consultants on contract-related matters, review consultants claim submissions, and monitor progress of consultants’ services against contract provisions.

c. Other Operational Support

  • Support tracking and monitoring of country planning documents (country partnership strategies, regional cooperation strategies) under preparation.
  • Monitor DRM team’s engagement in country operations (e.g., as member of country management teams).
  • Maintain a database of projects and programs where substantial DRM inputs/contribution are provided.
Qualifications

You will need:


  • Bachelor’s degree in disaster risk management, financial management, economics, social sciences, or related fields.
  • At least 5 years of relevant experience particularly in project processing and administration, including contracts management.
  • Written and verbal proficiency in English
  • Knowledge of multilateral development banks’ polices, business processes, and project-related systems would be an advantage.
  • Thorough understanding of the role and function of the division/office/department and a good general understanding of the organizations purpose.
  • Good working knowledge of multilateral development banks’ procedures, formats, and standards relevant in the performance of assigned work.
  • Ability to work collaboratively within a team of individuals from diverse backgrounds.
  • Good coordination, strong interpersonal skills.
