Project Description

The United States Agency for International Development (USAID) U.S.-Philippine Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program aims to strengthen the Philippine higher education system to support broad-based and inclusive growth. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) through faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. UPSKILL will also support an enabling regulatory and policy environment to improve governance in the sector and provide convergence platforms for local stakeholders to work together in achieving shared development goals.
In addition to working closely with the Commission on Higher Education (CHED), UPSKILL works with other key stakeholders mandated to support innovation and workforce development, increase engagements between HEIs and industry, and provide platforms of convergence for local stakeholders to work together in achieving shared goals in human capital development and innovation-led growth. UPSKILL will work with and support the Department of Trade and Industry (DTI) in developing additional Philippine Skills Frameworks (PSF) for other priority sectors. DTI has earlier developed PSFs for supply chain and logistics, game development, business development-sales and partnership, business development-marketing, digital animation, and human capital development. DTI has identified cybersecurity as the next priority sector that could use their own PSF.

Responsibilities


Assignment
Description

RTI International (RTI) is hiring a short-term Consultant for the UPSKILL Program to assist DTI in developing a scoping study for a PSF for cybersecurity. The final output for the engagement must articulate a potential framework and recommendations for the following PSF components:
  • Career map for the cybersecurity sector
  • Skills map, including functional skills and competencies (FSC) and enabling skills and competencies (ESC)
  • PSF proficiency level descriptors
  • Technical guide

Responsibilities:

The Consultant is expected to perform the following tasks:
  • Design the process for collecting relevant information for the PSF
  • Conduct interviews and other data collection methods, as needed
  • Assess existing skills frameworks for cybersecurity from other countries, e.g., NICE Framework
  • Map existing cybersecurity programs, and other relevant skills interventions
  • Provide recommendations for the sector’s development of a full PSF
  • Draft a preliminary framework and outline for the full PSF
  • Consult with and seek guidance from the joint teams of UPSKILL and the DTI Secretariat for the methodology, timeline, and outputs expected from the consultancy

Expected
Deliverables:
  • Inception report (planning approach/methodology, timeline, identified key stakeholders, target host association, and key activities for developing the scoping study)
  • Literature review of existing cybersecurity programs, and relevant interventions
  • Public presentations on cybersecurity, as determined by UPSKILL
  • Final report with preliminary framework and recommendations for PSF development


Qualifications
  • Masters degree and 10 years of experience or bachelors degree and 12 years of experience
  • Proven experience in developing job descriptions and/or skills frameworks
  • Significant experience and/or subject matter expertise in cybersecurity and/or information and communications technology (ICT)
  • Significant experience in formulating policy analysis and development
  • Strong analytical and writing skills
  • Ability to work collaboratively with relevant government agencies and stakeholders during consultations.
  • This position is exclusively open for Philippine applicants.
