Job Description

Title: Short-term Technical Assistance (STTA) to the TB Commitment Grant (TCG) Evaluation - Statistician/Data Analyst

Background


The TB Commitment Grant (TCG) is a $250,000 grant awarded to local governments (province or city) that submitted a qualified technical proposal for local TB elimination initiatives. The grant period is twelve months and the amount is transferred in sequential tranches based on fulfillment of identified milestones that are stipulated in the workplan. The first three local government recipients were awarded a grant between 2021 and 2022 and another five local governments were awarded between 2023 and 2024. This was implemented under the TB Implementation Framework (TIFA) through John Snow, Inc. (JSI).


In the Philippines, the TIFA grant has the following objectives:


Objective 1: To provide resources to public institutions to promote improved and sustainable TB service delivery and outcomes (i.e TB case finding, case holding (adult and children), scale up of contact investigation and uptake of TPT)


Objective 2: To help ensure ownership of local TB programs to improve TB Service delivery at all phases including planning, budgeting, management, implementation and monitoring stages.


Objective 3: To strengthen and sustain ownership and accountability by providing supportive oversight and accountability to help TB Control Programs to reach their milestones and effectively manage TCGs.


“TIFA works with country partners using a phased approach. National TB programs and USAID identify country priorities, and TIFA then works with them to develop the grants through an inclusive co-design process. Grantees submit milestone deliverables to USAID and TIFA for verification, providing transparency and accountability during the implementation phase. The grants support the implementation of national strategic plans and strengthen national coordination and research, reinforcing the leadership of national TB programs and leveraging local expertise and initiatives.”


The TB Commitment Grant evaluation is intended to gather lessons from the experience in direct engagement with local government units using a grant mechanism. The evaluation learnings and insights are expected to inform the strategy/approach of new health activities in engaging local government units. This is aligned with the USAID localization thrust that promotes local systems practice, local capacity strengthening and locally-led development.


Objective


The objective of this SOW is to engage a Data Analyst/Statistician. S/he will serve as a member of the evaluation team, providing technical support in terms of data collection, management, quality assurance, analysis and visualization. S/he will participate in all aspects of the evaluation, including planning, data collection, data analysis and report writing.


Responsibilities

  • Participate in evaluation team planning, consultative, and briefing meetings USAID OH and PIMMELA
  • Carry out desk review of literature related to the evaluation
  • Provide technical inputs to the evaluation design and work plan
  • Lead the development of evaluation design matrix, data analysis plan, data collection tools and protocols
  • Support the team leader in the conduct of training on the use of the evaluation tools
  • Conduct data gathering, consolidation, and analysis
  • Ensure proper storage and management of raw and processed evaluation data
  • Support the evaluation team leader in the development and finalization of the evaluation report and other project deliverables such as presentation materials, tools, databases, etc.

Requirements
  • Master’s degree in a relevant discipline preferably with a health focus (e.g., economics, biostatistics, epidemiology)
  • At least 8 years’ experience in field-based and remote evaluation and/or research
  • Experience implementing qualitative and quantitative data collection
  • Experience coordinating and/or supervising on-the-ground data collection efforts related to evaluation and/or research in the Philippines
  • Experience in data management
  • Experience planning data collection activities, including logistics
  • Experience performing descriptive and advance statistical analyses of quantitative data using statistical software (preferably Stata)
  • Proficient in English
  • Able to analyze qualitative data using analytic software (such as NVivo, ATLAS.ti, MAXQDA, etc.) is desirable
  • Familiarity with USAID health projects such as tuberculosis, family planning/adolescent reproductive health, or community-based drug rehabilitation is desirable
  • Familiarity with health programs and services in the Philippines
