With support from the Peacebuilding Fund, UNDP, in collaboration with IOM and UNHCR, designed a joint programme that support displacement solutions. In particular, the joint programme is one of the first initiatives implemented under the Peacebuilding Fund that promotes displacement solutions through peacebuilding. It is also one of the pioneering collaboration efforts among the three agencies involved. The project will be implemented through Nexus approaches, within the context of the implementation of peace agreements.
Furthermore, the project aims to significantly contribute to efforts to address the causes and impacts of conflict-induced displacement in Bangsamoro; help enable conditions conducive for longer-term solutions, especially peace and security, access to rights and services, socio-economic inclusion and strengthened governance processes; and create a safe, voluntary, and dignified pathway for IDPs to achieve tailored solutions to resolve their displacement. By strategically addressing various factors influencing conflict-induced displacement; promoting sustainable IDP returns, relocation, or integration in areas of displacement; and building peace and social cohesion, the project contributes to the attainment of safer, more resilient, and peaceful communities. The enhancement of capacities, frameworks, and approaches ensures that the rights of IDPs are upheld, conflict drivers are mitigated, and sustainable solutions are pursued, leading to improved well-being and stability for all stakeholders involved. These in turn contribute to sustaining the gains from the implementation of Bangsamoro peace agreements.
As such, UNDP is seeking a Monitoring and Evaluation (M&E) Analyst who is willing to be based in Cotabato City, and who will support the Project Manager in establishing the M&E system of the Project.
The M&E Analyst will work closely with local authorities, UN agencies, and various stakeholders to ensure a coordinated approach to normalization and camp transformation activities. The M&E Analyst will support other initiatives ensuring close monitoring and reporting of key outputs. The Analyst will also support and monitor closely the work of the Project Staff. Together with project team members and partners, s/he will support in identification planning, designing, and guide the implementations of interventions and provide quality assurance relative to the established progress on indicators, tracking achievements, challenges encountered and providing mitigation pathways. In doing so, s/he will provide information that will support the Project Board and the Project Staff in decision making in line with the overall strategic objectives of the Project. S/he will carry out capacity building and mentoring of staff and partners, conduct field visits, whenever necessary, to come up with realistic programmatic support.
Under the overall guidance and direct supervision of the Project Manager, the M&E Analyst will be tasked to deliver distinct outputs of the project, to ensure quality implementation. He/She will work with key partners and stakeholders, to deliver distinct outputs of the project, to ensure the quality implementation - from capacity building, management of human and financial resources, oversee the monitoring, evaluation and communication framework towards achievement of delivery targets.
Duties and Responsibilities: Programme Management and Analysis:- Support planning, design and management of the PBF Project, including through strategic and technical guidance; Ensure consistency and alignment of the Project with the UNDP’s Country Programme Document and Strategic Plan; Provide analysis and written outputs on the work of the Project, emerging issues and their impact for the implementation of the Normalization and Camp Transformation project; Supports the implementation of the Annual Work Plan; Support partnership with think tanks, academic and research institutions and lead on specified action researchers that will contribute to the implementation of the Normalization and Camp Transformation project; Support the Project Staff in the preparation of key events, such as the Project Board Meeting, Project Donor visits to the project sites, and turnover ceremonies; Support the Project Team in drafting and revising technical reports and donor reports.
Monitoring, Evaluation and Reporting:
- Ensure monitoring and evaluation of the Project, including through recommending improvement of logical frameworks to align to the UNDP CPD and SP; Progressively assess the relevance, effectiveness, efficiency, impact and sustainability of the project, including through regular reviews; Provide strategic advice to the Project Manager suggesting strategies to improve project implementation, management and impact; Consolidates monthly and quarterly reports with relevant data; Orient staff and partners / stakeholders on aspects of M&E and reporting for quality reporting; Organize and support monitoring and evaluation missions involving UNDP, the Philippine Government, donor delegates to visit field sites and activities on the ground.

- Identify and formulate lessons learned and recommendations to be integrated into UNDP’s broader knowledge management efforts; Contribute to relevant knowledge networks and communities of practice, with a view to facilitate innovation and knowledge sharing mechanisms; Liaise with the Communications Team to finalize outreach, communication and reporting materials and packages to support for resource mobilization and general communication efforts.

- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level of progressively responsible experience in programme management, with a focus on crisis/ post conflict areas, is required.
- Excellent computer literacy and skills on MS Word, Excel, and PowerPoint, database systems, and overall report writing, is required.
- Relevant field experience in emergency situations (complex emergency or natural disaster) is desirable.
- Extensive experience in M&E of humanitarian, peacebuilding and/or development programmes for internally displaced communities in the different provinces of the BARMM
- Experience in monitoring and reporting on projects / programmes funded by multiple donors and with political sensitivity is desirable.
- Experience in monitoring and reporting projects related to peacebuilding, community area development and community transformation is an advantage.
- Expertise in analysing data using statistical software is an asset.
- Previous working experience with a UN organization or other international organizations at local or international level is desirable.
- Previous working experience in Mindanao, particularly in the BARMM

- English, Filipino and/or local languages (e.g. Mindanao Cebuano, Ilonggo, Maguindanaoan, Maranao, Tausug, etc.)
