Minimum Qualifications:

• Bachelor's degree in Civil Engineering, Land Management, Urban Planning, Telecommunications, or a related field.
• At least 2-3 years of experience in right-of-way acquisition, telecommunications infrastructure planning, or outside plant (OSP) engineering.
• Strong understanding of local and national land-use laws, telecommunications regulations, and permitting processes.
• Familiarity with telco (Globe, PLDT, Converge, etc. ) OSP fiber optic cable installation, underground and aerial infrastructure, and utility easements.
• Proficiency in GIS mapping tools and legal documentation related to land acquisition.
• Excellent negotiation and stakeholder management skills, particularly with property owners and government agencies.
• Ability to conduct site assessments, review ROW constraints, and ensure compliance with regulatory standards.
• Proficiency in project management software.
• Willingness to travel to project sites as needed.

Preferred Qualifications:

• Experience in working with government agencies, telecom providers, or utility companies on ROW approvals.
• Certification in land appraisal, surveying, or right-of-way acquisition.
• Familiarity with environmental and structural impact assessments related to telecom infrastructure.
• Strong problem-solving abilities and attention to detail.
