Recruitment Officer (With exp. in Maritime Industry)
Preferrably WITH SEA-BASED EXPERIENCE
1. Job Purpose (A short statement that outlines why the job exists, its impact & influence to the organization) Position is for the efficient and effective delivery of recruitment activities within assigned area with the objective of providing qualified personnel for principal requirements. Performs other functions or participates in ad-hoc projects as may be assigned from time to time.
2. Organization Relationships [please provide position titles of Direct Manager and Direct Report(s)] Function will report to the Recruitment Head / Manager and in close coordination with Crewing Operations, Documentation, CFW, Claims, Training, Finance.
3. Main Accountabilities/Key Results Areas (5 ~ 7 major accountabilities / activities the incumbent performs that contribute to the Companys business performance, or achievement of the Sections/Departments targets/goals/objectives)
Financial
Utilizes assigned company resources in accordance to company policies and procedures to ensure that section expenses are within approved department budget.
Customer Focus
Establishes and maintains meaningful business relationships with both internal and external customers to facilitate effective and efficient delivery of services. Ÿ
Provide a high level of candidate care and ensure frequent communication (e.g. keeping candidates ‘warm).
Internal Process
Screening and selection of qualified crew Source and select competent, suitable and qualified crew.
Conducts initial screening of applicants documents per entry standard, including online applications.
Checking the authenticity and completeness of applicants documents.
Responsible for contacting crew sourced from different marketing sites and record data for future reference.
Responsible for the background checking of applicants.
Documentation and Record Keeping Responsible for safekeeping of applicants submitted documents when required.
Ensure complete documentation prior to proposal to crewing offices.
Ensures to document the result of interview of each applicant.
Maintains and ensure proper regular recording of applicants for statistics required for the departments key performance.
Supervise the filing and disposal of applicants 201 File.
Provide relevant input concerning recruitment activities within assigned area which may be necessary in the preparation and implementation of annual departmental plans and budget;
Conduct recruitment activities which include but not limited to sourcing, pooling, screening, authentication of pre-employment documents, administration of examinations and background investigation, ensuring employing qualified and competent crew and meeting principal requirements;
Manage the pool / database of candidates ensuring availability of applicants at any given time;
Monitor use of various sourcing methods to ensure steady supply of applicants for pooling;
Disseminate and update all concerned on relevant information concerning recruitment policies and procedures.

Takes an active role in group activities and/or team projects (ad-hoc or otherwise) to ensure meeting department goals and objectives.

Complies with government legislation and company policies, and ensures staff compliance with the same.

Participates in the creation of the Individual Development Plan and executes application of learning for career development.
Disciplines staff for non-observance of company policies and ethical practices.
Performs other HR line functions (hiring, coaching, firing, goal-setting, delegating, etc.
Regularly conducts a one-on-one dialogue or section meeting with staff to address company / department / function-related issues, concerns and expectations.
Undertakes and monitors training, development, coaching and motivating of direct reports with the objective of developing a competent and viable team.
Additional Information (e.g. Personal Attributes critical to this role and other organization data that help to illustrate the challenges of this role) The role operates on a highly regulated environment. As such, compliance to relevant maritime laws and regulations (both local and international) is highly expected. Thus, incumbent should have the necessary knowledge to put these regulations into practice
